After the passage of the House Enrolled Act (HEA) 1449-2023 last year, current 8th grade students who are financially eligible for the Free and Reduced Price Lunch program were automatically enrolled in the 21st Century Scholars Program by the state.
The 21st Century Scholarship is an opportunity for students to afford college in Indiana. The 21st Century Scholarship pays up to 100% of tuition at public colleges in Indiana and part of the tuition at private or independent colleges.
Students must be an Indiana resident and one of the following:
- U.S. citizen
- U.S. national (including those born in American Samoa or Swain’s Island)
- U.S. permanent resident who has an I-151, I-551, or I-551C (Alien Registration Receipt Card)
- Non-U.S. citizen with an Arrival-Departure Record (I-94) from the U.S. Citizen and Immigration Services (USCIS) showing one of the following designations:
- Refugee
- Asylum Granted
- Indefinite Parole and/or Humanitarian Parole
- Cuban-Haitian Entrant, Status Pending
- Conditional Entrant (valid only if issued before April 1, 1980)
Income Requirement Exceptions:
- A student in foster care does not need to meet household income requirements.
- A student who is in court-ordered legal guardianship does not need to meet household income requirements but will be required to provide a copy of the court document.

The deadline for enrolling in the 21st Century Scholars program is June 30 of the student’s 8th-grade year.
